A mix of receiving and hybrid sending/receiving countries
“New” and “old” migration countries both with and without a practice of standard regularisation for working irregular migrants;
Large food supply industries and accompanying EU policies
Evidenced or assumed (because difficult to measure) economic dependency on migrant labour.
